If the dealer’s down card in a 10, they have 16, so they are required to hit in taking another card. It does not matter the hand you have if the dealer busts, as if they do, you win the hand. 

If you are dealt a blackjack, which is a 10 value card and an Ace, you are immediately paid out at 3:2 unless the dealer has a blackjack as well. Some online casinos have a payout of 6:5 on blackjack, but you should play at the ones with a 3:2 playout for blackjack, as that is a better payout.
